Sadly you don't get the bonus twice when the gear matches the card, but you can use either effect on the reference card regardless of your attribute.

okay, can i activate the effect at any time?For example, would I only be able to activate it now or would I be able to activate it if you countered?

IMO you have to activate it when you play the Gear, but most people on here just activate it whenever; so if you want just activate it after I counter. There's no official ruling on that yet.I also play
