Sorry eclipse, but that's a Percival.. Look at his shoulderpads, they're the gauntlet faces. Look at his horns, they're the same ribbed yellow ones Percival has. Also notice the face is almost exactly like Percival's except for the reptilian eyes and the smaller head on top of it. I could go on, but there's really no point lol, that's definitely an evolution of Percival IMO.
