Well most people don't even get consent for that and thus people wind up on random lists. PLus some of us prefer not to put phrases in our siggys or have a siggy at all (although funny thing is that siggys were almost always used for little phrases long ago)

I like the idea (I've seen it on plenty of sites) but I wouldn't say to call the other group Arch Nemesis lol thats kinda going too far. The friends/buddy list is a fine concept in itself but it doesn't reall do much other than (typically) let you know how many of your friends are online at the same time or something along thos elines. And as for the enemies, we've got the ignore lists which are pretty close. But I think I see that you're going witht eh Arch Nemesis in more of a friendly rivalry type of thing, but if thats the case then maybe you could just do something with this in the Bakudome.
