All non targets can quote. It's in the same topic but you have to post and how many points your team has + what team your on so people can just look at the team instead of the names. Remember anyone can post but targets get 3 points. If your own team quotes nothing happens. If the other team quotes, your team loses 6 points. Only non-targets can quote.
