Well, it's whoevers turn it is that gets to decide. Your turn, you roll, stand and have the ability to play ac, trap, gears, first. If not your opponent, then you could go again.

Yeah, that is probably right. Whoevers turn it is who rolls and stands creating a battle that same turn gets to use their ability or gear first.
The rules say that a player plays a Gear and you get the ability. It doesn't say you have a choice(whether to activate it or not). Assuming traps and gears are considered an "action" and ability cards, are as well, the rules say that the player who's turn it is gets to play abilities first, then the other player, then back to the other.
