Yep spin+att change.Cyclone Percy has spin. Meta Dragonoid CLEARLY has an att wheel, though.

But of course. Attribute changes and spins. Not unheard of. Premo Vulcan also has two special attack features, so yeah. The attribute change that Mutant Elfin has can probably only be accessed with it's Ability Card it comes with, and the spinning is just there already.
