Rikimaro's Surprise negates the effects of Gate Cards, but other than that, no there is not. There are some cards that prevent opponents from playing abilities, however.

Uh, yeah there is.

Gus' powerblast. Play before you roll a subterra and it negates the gate's effects.

But, for Gus's Powerblast, doesn't it have to be a Sub-Terra Bakugan?
