Grrrr... Honorable for a Gym Leader, but he will beat you eventually. Challengers can challenge you infinite times, they'll get lucky at one point or another.
Also, another decision. It seems right that when deciding the type of brawl, the Leader's decision ranks higher than the challenger's, and so the Gym Leader decides most of the time.

You should put a rule where, if they challenger loses against a Gym Leader, they can't have another match with the Gym Leader for at least 48 Hours.
